The set up for the European External Action Service is turning out to be more complicated as previously thought, with Member states agreeing on Lady Ashton’s draft, but MEPs sticking to their ground unless their recommendation are taken into consideration. Outside the EU borders, Bosnia is also facing an impasse which threatens to hamper considerably the country’s progress.
